Rotostop problem with Honda HRX476C QXE

I replaced the drive belt on the lawnmower as the old belt was worn. This meant removing the Rotostop assembly to remove the old belt and fix on the new one. Everything works fine now BUT I notice that the blade does not stop completely when I release the blade control lever. The blade is only turning very slowly, then stops, then turns another half revolution etc., but however I adjust the cable I can't get the blade to be completely still. Anybody got any ideas?

I have some service information for the USA-version of the HRX, and it *might* be the same as the HRX476QXE, but not sure. Have a look, and see if this helps any:
