Robins Subaru 9HP - Little Wonder Blower Wont Start

If this is not a good forum for this problem, I would appreciate if you could send me to the right place...

A friend asked me to stop a gas leak on Robin Subaru 9hp Blower.

He told me it was leaking gas when he started it this spring.

I am new to small engine repair and am in it as a "Covid" hobby, I've had good success with lawn mowers and said sure, I'll give this a shot. I cleaned the carb, put on a new hose, washed out the tank and replaced the gaskets. I could not get the little plastic cap off the bottom of the extra bowl so I left it on. No more leak...

It has spark, the plug was black so I got a new spark plug NGK R BR6HS.

The switch is on, the gas line is open, the choke is closed, the throttle is on full. N Start

I did tilt it back to transport it and stumbled when taking it out of the Cherokee xj and it rolled on its side.

I've read about an oil switch of some kind could this be the problem. I don't know where it is located on the machine.

The leaves are starting to fall and I'm hoping to give this back running!

Thank you for your thoughts.

John

Need the model and serial numbers off the engine to see which engine you have.

Rivets,

Thank you for the link to the Manual. I've taken a look at it and it is very helpful.
