I've got a Tecumseh HMSK100-159208T that is shooting flames out the exhaust. The exhaust valve is black with carbon and needs to be adjusted.

Instead of lapping and filing down the valve stem, can I just order a new one (27878A) and put it in without making any adjustments to it?

NO, The new valve will have to be ground to set the clearance just like the old one.

Because the valve seat will be worn down.
