Repaired engine won't idle down

I have a B&S V twin 19 hp model 4077770124e1 that I just finished replacing a head and the gov gear. Engine started and runs fine but will not idle down. In fact it seems to be running to fast. the only way to idle it down is using the throttle lever at the carb. I have tried adjusting the gov and the throttle linkage.
I checked the gov springs and all looks OK. Could I have mis assembled the the gov gear in some way. It seems pretty straight forward.

Use this manual to readjust the governor. If that does not help you'll probably have to open up the engine again.
