Rear wheels

Rolled my Yardman Model #145Y834P401 over,now when I set the relief valve lever so I can move the tractor the rear wheels wont rotate.Any help will be appreciated. Thanks John :anyone:

Does the relief lever have full range of motion or is there debris under the mower preventing it from moving freely?
