Rear wheel will not spin forward - Asked same question in the Toro forum but no answe

Hi all,

I am new in the forum and new at reapiring my mower.
I have a Toto walk behind, model 20017 (year 2002). I noticed that there was no traction in the right rear wheel, I took it apart and saw that the pinion gear was missing. Ordered all the necessary parts (fasteners, key, and clip) put them back together but now the right rear whell will not spin forward when the mower is off. When I start it, all works fine. When it is off, it can move backwards.
I flipped the pinion gear and the problem persists.
What did I do wrong? can somebody please help??

Maybe you installed the gear key backward?
