When I take the sparking plug out and hold it against the engine while trying to start there’s no spark.(new sparking plug and "on/off" button deconnected)

However-sometimes- after many attempts starting, it starts and runs fine. Once I stop the engine it’s very difficult/impossible to start it again.
So I opened the ignition-part whitch seemed dirty and rusted. I cleaned everything but still the same result.
With a multimeter I measured primary 0.13ohm and secundary 9.73kohms (multimeter on 20k)
Is it possible to test the ignition coil?
The gap between the flywheel and te coil can not be adjusted because the coil is located inside the flywheel.
Is it possible that a bad ignition coil works sometimes and sometimes it doesn’t.

One year ago there was no problem starting but slowly it got worse.

I forgot to mention that the secundary resistance was 9.73 kohms before I cleaned the inside and 9.80 kohms after cleaning.
The primary stayed the same.

I saw a clip on youtube, where somebody connects a 9v battery to the + of the coil and the - to the ground of the sparking plug.
If there's a spark everything is ok.
Is that possible??

Does anybody know how to adjust the gap between the ignition coil and the flywheel on this machine? The ignition coil is located at the inside of the flywheel.
