Question re: Snapper RE12 front wheels

Just bought a new Snapper and in putting front wheels on according to instructions, I note that there is only one washer for each wheel and this washer fits on the outward side of the wheel and allows the "hub cap" to be snapped over it. I note, however, that the cap is very loose and there seems to be excessive lateral movement in the wheels on the axel spindle. There appears to be sufficient space on the inside of of each wheel to allow an additional washer to be placed on the axel which should limit this excessive movement of the wheel. I've reviewed the instructions but there's no mention of another washer, nor were additional washers included. Thinking of just buying extra washer and putting on but. . . any thoughts? Is this amount of lateral movement of the front wheels necessary?
