can someone tell me the significance of the area indicated by this arrow?

Would a there be a reason for a buildup of yellow gunk.

if you are talking about the little right welch plug. that is the cover for the transition ports for fuel flow on the idle circuit of the carb. Yellow buidup could be sealant installed at the factory.
