put an adjustable throttle on a newer lawn mower

Hello guys. I want to put an adjustable throttle cable on my lawn mower. Is it possible? If so, please let me know. I want to make an outboard out of a lawn mower engine.

Most of the newer mowers don't have the idle circuits in the carb, so they will not run well if at all below a certain speed.

All it would take is an older carb.
