Make sure the float sits level when the carb is upside down, also run a wooden tooth pick inside the jet in the bowl nut, and then blow with carb cleaner and compressed air. Also make sure when you are hitting the primer button that there is gas squirting up inside the carb. The air cleaner housing will warp were it connect the carb, and will prevent proper priming.
Also make sure you have a known good plug. I have seen spark plugs do some weird things. Like run for 5 minutes and then quit for 10 minutes. Or cause uneven running like a surge but not surging.
