Remove the starter from the mower. remove the broken piece from the rope pulley, no need to remove the pulley from the housing. Wind the spring until it is tight, back off one turn or until the rope hole in the pulley lines up with the hole in the starter housing. Find a way to hold the pulley in that position. Insert the rope through the housing, into the hole in the pulley. tight a knot in the end of the rope after passing through the pulley hole. Put the handle on the other end, and release the hold on the pulley, and let is wind the rope in, and reinstall on the mower.
