Pull Cord wont retract and Self propel is intermittent

I went to start my mower yesterday and on the 3rd pull the pullcord stopped retracting all the way, It would only retract about a foot (which was enough to start it). Then I noticed as i was mowing from time to time the Drive would keep going and going at full speed regardless of me holding the drive lever down.

I am somewhat mechanical and have a good set of tools... is this a repair I can try? ... its 3 weeks right now for anyone to even look at the mower.

let's start with what type mower do you have? front or rear wheel drive? prop it up, take the drive wheels off, check the belt, check the drive cable. you need to oil the pull starter and see if that helps,
