While Repairing my Toro 6.5hp mower pull cord the tabs on the recoil spring came off. I am wondering if the go back on a certain way or do I need to buy a new assembly?

You can replace just the spring. Post the engine model numbers and I will give you the replacement part number and a procedure to replace it.
