Problem with Honda Self-Propelled Lawnmower

My Honda HRB215 K4 SXA self-propelled lawnmower continues to be engaged moving forward after the handle is released.
I have adjusted the cable but it sometimes continues to not disengage.
This happens often enough to be a safety issue.
I would appreciate any ideas to correct this.
The mover moves correctly in all 3 speeds.
I just need it to stop moving when I release the handle.

Remove the drive cable. Mower shouldn't move right? Maybe you are going the wrong way on the cable adjustment?
