Problem with Blade Stop HR 214

I have just complete a rebuild on my Honda GXV 120 engine that was on my HR 214 Mower. New rings etc. It started and ran ok prior to the rebuild but had no power and smoked A LOT. I also disassembled the clutch and blade stop for inspection. It was working ok and the wear doesn't look too bad. I have a shop manual that I used during re-assembly. Now the problem. The only way I can turn the engine flywheel is to press the blade engagement lever all the way to the handle. That puts the blade in "free wheeling". I have taken it apart again and carefully put it together according to the shop manual and everything seems to be in order. The roto stop cable is pulling the ball control plate back about half inch and that frees up the engine. If I don't press the lever for this cable there is no way the engine will turn without a lot of effort. Any suggestions? Like I said the roto stop assembly and clutch assembly worked fine before the tear down. Thanks for any suggestions. The mower was purchased around 1987.

In addition to engaging the blade clutch, the Roto-Stop lever also activates a a brake on the blades (not the engine). So with the lever released, the brake on the blades is engaged at the same time the the clutch is released. Both the brake and clutch lining are subject to wear. Step 1 would be to disassemble, inspect, measure, replaces parts as needed, and refit.

Follow the steps in the shop manual exactly and you should either discover a out-of-spec part or an error in reassembly.

Finally, there were a couple of Service Bulletins for the HR214, but it is unlikely that are the cause of the problem, due to the mower's age (these bulletins were issued in 1988) !!!
(1) 8/1998: Drive clutch disengagement (burs prevent the clutch from disengagement) serial numbers 1011945~1063066 and 1028133~1075701
(2) 8/1998: Roto-Stop brake kit: Hard to pull start (serial numbers SMA models 1000001~1159799 and SXA models 6000001~6137221 or 1000001~1187989
