pro turn 52 wiring

hello
my 8 yr old pro turn52 with 500 hours wont start
it does click but when i hold key on start it starts smoking (somewhere around starter)
this all began when i deduced it was running on one cylinder
i changed plugs then fuel filter air filter...
none of this helped so
i relaced both coils before i noticed the fuel solenoid on bottom of carb bowl stayed hot when key was on (and the ground battery cable - warm)
i found one small wire chewed and starter cable boot chewed up at starter. i repaired that wire and insured the ignition cable end was not touching anything

My first question is can you turn the flywheel by hand to determine that is isn't seized. If can't turn then remove spark plugs and see if it will turn. If is turns and gas comes out of the spark plug holes, DO NOT crank the engine with the key. And report back with findings.

The flywheel won’t move and the starter gear is up in the teeth of the flywheel. Spark plugs are out no gas came out.
