The gears in my lawnmower will not shift when the lawnmower is on and the brake/clutch is depressed. It will move also when I remove clutch and then it will also shift. We tinkered with the brake/clutch rod. Why can I not shift into gear when I depress clutch. Help please.

Need the model number from the serial number tag that start with "96" as there are a several version and they don't all use the same drive belt.
