When trying to prime this engine with the primer bulb, the bulb blows air into the gas tank rather than bringing gas up into the carb. When I remove the gas line from the carb and press the primer bulb, the air blows out of the carb with a high pitch whistling sound.

I suspect the carb needs a kit.

Suggestions?

Sounds like one of your fuel pipes has a leak and so sucking up air instead of fuel.
Try new pipes.
Could be the carb.
Could be the needles not set right or the part of the carb that the primer is connected to.

The check valves are stuck open in the carb. Most likely you have a 25% chance of getting them to reseal, even with proper cleaning. Just replace the carb and be done with it.

The new carbs are relatively cheap, and you have a 50% chance of getting the check valves to seal after installing a carb kit. If they stick open, which is most of the time for some reason, the engine won't prime, and in most causes will not start.

Sometimes if you can get some gas into the carb and get the check valves wet, they will seal, but doesn't work very often.
