How do I tighten my parking break so that it will work again?

as per manual:adjust the right and left brake individually.disconnect the right brake linkage .Adjust the linkage pin attached to the left brake until it takes 14lbs of pull at the top of the hand lever to apply the parking brake.Adjustment of the brake linkage may also be required.connect the right brake linkage.do the same with the left brake linkage.With both brakes connected it should take 28lbs of pull at the top of the hand lever to apply the parking brake.adjust the brake linkage rod if necessary.be sure all cotter pins and jam nuts are secured. it has illustrations which would probably be easier to understand the write up but I'm not sure how to post them.maybe somebody with more computer skills can do that....russ
