old snapper riding mower clutch slipping

i have an old snapper riding mower that runs great, but the clutch is slippig. It's the round rubber fricton clutch that engages to drive the mower. reverse works fin, but as soon as it starts going up an incline it wont go at all. Anyone have a fix for this problem?

May just need to replace the rubber disc. four scres hold most of them on. some have a friction pad on the inside but most don't. either that or the aluminum disc attached to the engine is too far from the disc and not engaging properly. Two set screws hold it to the engine crankshaft.

i put a new rubber disc on but it still slips. Where are these set screws you're talking about again?
