Old lawnboy self propel (Gold series 10515)

Self propel was not working, adjusted the cable that was already fraying and seemed to work a little but then quit working. Then replaced the traction cable and the belt only moves when the lawnmower is in neutral, belt stops moving with a bit of a jerk when put into any of the 3 gears. The mower tones down like it's getting resistance but no movement of the wheels or belt. Any thoughts? It's hard to find info on this old lawnmower but it's a good machine!

bad/old belt is my 1st guess
