Not sure how to replace belt

People,

Its a MTD rider, from 1998, model 667. Both rear drive belt and idler pulley (plastic) disintegrated. orderd a new belt and pulley. removed pullet easily but drive belt seems to require removal of that steel lever which controls reverse/forward/neutral gears. How do you remove this IF this lever needs to be yanked?
