Noise from engine

Hello!

Just started up the mower this morning (Stiga, Briggs&Stratton 625 series) and hear a strange noise coming from the engine (I'll link a video). We bought the mower maybe a month back.
I have absolutely no knowledge of lawn mowers other than it works similar to a car engine. In case you cant see the video, it's a rough and hmm, brutal sound and appears every 5 seconds or so.

Welcome.

You have looked under the skirt of that yella terror, hey?
With the engine off, lift the front and take a look underneath.
If there is a blade plate fitted check behind that for
rag, string, dead badger...etc etc

Do not... DO NOT try and turn the baseplate/blade or pull off
any fouling debri wrapped around the shaft.

If that has to be done?
Remove the sparkplug and then lift the mower to a bench
and begin the process of removing fouling material.
