No Throttle/Idle Control

I have Troy-Bilt pressure washer with a B&S engine. It's tough to start and generally runs wide open. The spring doesn't seem to have any effect. Holding the idle arm with my finger I can get it to run smooth. But if I let off it is wide open again. Also it shakes so hard the throttle handle vibrates wide open as well.

Is there just one spring?
Anyone have a link to a good manual or diagram?

Most likely the governor is either out (broke) or needs adjusted, as bogdaN said, post the model numbers so we can help you.

Model - 01902
Rev - 00

Don't see a label on the engine itself.

The engine numbers are usually stamped into the engine sheet metal under the plastic decorative cover, above the spark plug or on the valve cover, or above the muffler.

I know, but I couldn't find anything. Maybe it was the light.
I found a parts guide here.

Okay, it shows the engine model as being a model 12 quantum, 123K0, try looking on the flap above the muffler, you may need to clean the rust off, any how, remove the blowerhousing and top cover, and you'll see the flywheel and ignition coil, find and follow the rod that goes from the Carburetor to the rod sticking out of the engine, then follow the steps word for word in Taryl's video.
one of the tech's here might can give you a link to a service manual for the particular engine.
