I have a 22hp 42" craftsman mower. 917.276600. I ride with the throttle all the way up and just put new blades on it because I thought that was my problem. The mower idle very bad but once throttles up runs well but seems like it gets bogged down on the easiest grass to cut. The grass seems to collect on the exit chute and I have to hold up the exit chute or else it just gets clogged. I have never had a problem like this with this mower. It only has about 290 hours on it. Any recommendations?

Try a new spark plug and see if you are getting a good spark.

Could also be a dirty air and/or fuel filter. Another possibility could be a sticking choke that won't open fully.

I change the fuel filter and pre-filter out every year. I checked the actual filter out every year and it looks fine. The engine does speed up quite a bit so the throttle cable is working. The engine just bogs down a lot very easily.

Sorry, I thought you said throttle. I didn't even think about the choke. How would I go about checking that out?

I would follow the cable down the the engine, then pull the choke out and see where it stops, then push the choke in and see where it stops. Once you push the choke in, use your finger and try and push the choke in where the cable meets the choke on the engine. See if it moves in more then it did when you used the actual choke control. It might be as simple as using a little WD40, if it is the choke that is messing you up.
