New old Honda HR214sxa owner

Neighbor gave me a Honda HR214sxa. I am restoring it and have a couple questions. First is how to connect the "washer" on the end of the roto stop cable under the engine. Second is how to remove rusted on right rear height adjuster. The inside edge of the bearing is rusted to axle.
