I'm trouble shooting a neighbors mower.

The mower would not start. I think it has a safety switch problem. I read somewhere if you disconnect the black wire with the white strip that it should start.
Well that worked because the mower started right up using the pull rope (the battery was worn down from too many attempts at starting). Now I have to take the time to find out which safety switch is bad and get that replaced but here is another problem. Even though I can get the mower to run using the black wire/white strip disconnect trick the mower would not move when put into gear, forward or reverse. Can someone tell me if that is also because of a bad safety switch or is there something else wrong?

The neighbor told me that the mower was moving just fine before it decide to not start.

No one really looks in this forum to help. Make one in the proper forum if you want lots of help. Include model number of mower. The one on the sticker not the name of the mower.
