What are the best steps to taking up dead grass and planting new grass?

Re Sod is the quickest way.
The right way is to either dig up or kill off lawn and plant new seed with some kind of mulch to cover and protect seeds.

I generally till about four to six inches deep, smooth the entire area with a landplane then reseed, rake and roll. I keep the area damp and water every six hours for a limited interval duration.

Wow that sounds amazing and a lot of work But i bet the results are amazing do you sift the soil as well to get rid of wayward roots and rocks?

I just posted a pic of my backyard on the thread about How much time....

Tilling and plane work I do with both the 749 and a 4520 tractor so I can do the work pretty fast.

Living in the Rocky Mountains you never get rid of all the rocks, you just learn to deal with them. If you till the ground deep enough you can generally push them down out of the way when rolling. there are some jobs where I have to run a rock bucket to get the big stuff out of the way though.
