New Governor in my opposed twin

I have to put a new Governor in my
BRIGGS 422707-121401 opposed twin!
Is the procedure the same as on a OHV Briggs???

Basically yes, but I suggest you get the proper manual. A governor problem on one of these is rare unless someone made the wrong adjustment while tinkering. Governors are not an adjustment to play with for running problems.

What is actually going on with your engine before you go on this adventure?

All tests have determined governor gear
But have to replace crankcase seal anyway!
