got a brand new briggs stratton 21HP motor. installed it, added fluids and it turns over and over and over, but no start. shot a little bit of starting fluid in spark plug hole and it fired up very breifly...enough to burn off that fluid then back to the no starting.

Obviously fuel delivery problems. Without the M, T, and code, it is hard to know if you have a fuel pump or not

You answered your own question, not getting fuel. Start with the fuel tank, Got Gas?, then work from the tank on. You will figure it out:thumbsup:

 Does that engine have a fuel selonid on the carb? If so is it getting power?

It does have a connector at the bottom of the carb. I assume fuel solenoid? Fuel is being delivered to car- removed fuel line at carb and if was flowing free.
On this new engine it has something on the back of the engine where the fuel line comes from the gas tank it goes into a black part. From that part, a fuel line goes to a fuel filter and then to the carb, then out of another port on that black part another fuel line goes around the back of the engine into a cylindrical piece that is behind the starter. I don't have that on my old engine. It went from the tank, to a fuel filter to the carb.

Power is getting to the solenoid under the carb. It seems to be flooding quickly. Plug is saturated in fuel only after a couple cranks

got it to started but not running totally right, throttle is adjusting itself up and down to keep it running.

Maybe the carburetor needle is full of dirt which is not sealing, which is then allowing the carburetor to fill up with fuel and pour into the engine.
Check the float valve/seat and float, if its hunting a little, its running rich.
