Update: 07-26-13 - Got it Going.
Just an update.
Found that the Model Number of this Scotts Mower was Manufactured by Murray.

Prior Owner stated that they couldn't get it running.
Tested Compression to start off with and ended up right at 90
checked the oil, it looked OK so decided to wait until everything is running before doing a change.
Changed out Spark plug.
took old fuel out, and replaced fuelline.
the Brake Control cable wouldn't work it is seized up so unhooked it and clamped the switch with small vice grips to keep it running.
started it up and on the 3rd pull it came to life. ran about a min. then died out.
Took the Carb off, cleaned up it and the bowl nut, new Gasket on back of filter housing, new O ring, new bowl O ring, needle and float were fine, new gasket on bowl nut.
There was an extra gasket in the kit that looked like it went where the carb met the filter housing, I used it there and when I put it together ready to start ended up being a fuel leak. My Dad ended up removing it, and just using the gasket the was on the back of the filter housing.
So I cleaned my mess up, and my dad wanted to wait until today to start it, to let the fuel evaporate.
So with everything back together, I primed the carb, and no leak... and it started right up. did not die. cuts good.

1. Changing Oil
2. Picking up a brake control cable replacement, part #672881MA
3. troubleshooting the front drive as its not engaging. Part # 672882MA
So far $38 invested in this mower.
