Need starter help

Hey everyone! I'm new to riding Lawnmowers and engines in general. I recently bought three riding mowers all broken that I plan to fix. This first one I want to tackle is a toro rear engine 8-25. Apparently the first problem is the starter. I'm not really sure how it supposed to be put together and all I found was one diagram that did not really help. I'll show you some pictures of what I have. Anything you do to help will be greatly appreciated! Thanks!

First thing I would do is write down the model and serial numbers for both mower and the engine. With them you can go to the Toro and Briggs web sites to get manuals. On the starter you posted, you are missing the starter gear. I suggest you get a drive repair kit, as the rest of the drive does not look that great.
