Need some help from the guru's of lawn mower world

1968 Toro Professional 70"... I can't figure out how reverse works on it.....best I can tell is it has two pulleys (one from the motor and then the drive pulley)...push the lever forward, the drive pulley moves down and the pulleys tighten a belt and you move forward....pull the lever back and the pulleys touch spinning the drive pulley backwards thus making you go in reverse. But my two pulleys are metal and well metal to metal doesn't work to good. I think one is suppose to have a rubber piece around it. Does anyone have an idea?? Or better yet the part I need?? I can see that the back serpintine belt is loose and there is a flat bracket in front with a hole in it where you can see that at some point "something" occupied that hole. Is it the original engine? On the Troy built tiller which uses a rubber idler, the reverse lever actually raises and lowers the engine itself on to the PTO.

Back belt is for the reels and the bracket up front is suppose to be there its the same as on the toro site and the engine is the original K181
