need help

this is my first post,i have 17 hp mtd mower,engine will not turn over at all.have checked battery and starter they are ok.had removed plugs and put jump box direct to starter,engine tries to turn but wont. thanks for any help.

Check the oil level and try to turn flywheel by hand with no spark plug in cylinder head. Engine should spin over easy.

checked oil level,was ok.took spark plugs out,moter will spin by hand.starter will not spin engine with 12v jump box direct to starter.tired new starter same thing,try to start with key,selonoid makes klicking sound.i'm stumped now.
