Need help with idle on John Deere 19.5 Briggs

Had fast idle issue. Could pull on governor linkage and would idle down. Split case and found governor broke and compression relief lever broke off cam. Replaced cam and governor. Now idles fast move governor linkage all the way closed still idles fast. Open the governor and idle increases. Adjustment screw all the way out still idles fast. Could I have done something to carb when it was flipped upside down or a tooth off on timing. I have checked both butterfly's in carb there good and screws tight. I'm at a lost because motor would idle down manually pushing governor closed before I split it for repair. The mower now idles fast but manually opening governor will increase rpm. Adjustment screw for idle all the way out. Any help would be appreciated thanks

When you replaced the governor gear and arm did you preform a governor static adjustment after reassembling everything.

Yes I pulled governor link to wide open throttle. Then turned governor clockwise. The governor lever and governor shaft went in same direction. Is this what you mean. Thanks

I can hold the governor linkage on carb fully closed with idle screw out and still idles high. I can pull governor leakage to open throttle and rpms will increase. I'm pretty sure got timing correct. Can it idle high if it's a tooth off It's starts fine no smoke or backfire

Update found issue. When adjusting governor I must have pushed to hard on linkage slightly bending idel lever on carb. Noticed idle butterfly wasn't closing all the way. Adjusted the idle lever by bending it back into place. Runs good now
