Need help with Craftsman mower - Tried Everything

Hi, I hope someone can help me with this issue I am having. I have really tried everything I can think of. I have a Craftsman LT 4000 lawn tractor, model number 917.255581. Anyways, it has ran ok until I started using it this spring. I was able to cut the lawn about 7 or 8 times this year already before I got the problem.

When I start the lawn mower, it does not seem to get getting enough air causing very low RPM, but I double checked the air filer seals, carburetor seals and intake manifold seals and there are no air leaks there. I even took off the air filter and ran it, and it is still not getting enough air. Also while this is happening, white smoke is shooting out of the exhaust. I checked the oil, it is not too full, so it is not burning oil. I tried adjusting the carburetor, but that also does not work. I also noticed the spark plug keeps getting carbon fouled very quickly, even when the mower is only on for a minute or two. There is also no gas in the oil.

Here is a list of parts I recently replaced before the spring

- New Carburetor and seals
- New air filter
- New oil (no oil filter on this model)
- New gas filter
- New spark plug
- New intake manifold

If anyone has any idea on what my problem is, I would really appreciate the help.

Sounds to me like your choke is no opening properly, have you double checked the choke control and adjustment?

Made sure the choke was adjusted properly, so that was no this issue.
