need help Ferris H2220K mower

My brother just bought a house and got this Ferris H2220K mower with it. We were trying to figure out how to start it. The battery is good. All hydraulics work. Just wont turn over. There is some kind od wire setup under the seat which is in bad shape. Does anyone have an operators manual to look this up? Nothing is on the Ferris site on this old model Thanks
