Need Help Accessing Belt Drive in Small Electric Lawnmower

I have recently purchased a second-hand electric Procut PC350 lawnmower, though I suspect that's just a New Zealand rebadging of a basic Chinese model. Anyway, it's thrown its belt and I can't manage to gain access to it. I've undone everything I can find on the bottom of the mower and taken the top off, and it seems like the motor and belt assembly should just lift off, but something is holding it down and I can't figure out what.
This is the top of the mower.
This is a close-up of the spindle (I don't know the correct name, sorry), which is where the assembly seems to be sticking. There was a circlip on it but I took it off, though it hasn't made any difference.
And this is the bottom.
Any ideas gratefully accepted.
