Any ideas on what's going on with the governor spring or something? I tried spraying wd-40 all over the thing, didn't do anything. The mower is four years old.

That is called surging. You have a fuel delivery problem. Time to clean the fuel system. Start by cleaning the fuel tank the all the fuel lines. Then replace the fuel filter. Then remove the carb and clean it.

Brand new (50hrs)Husky/Intek did this the other day, then stopped. So ...hmm, particle smaller than gas filter got thru? Never fill your gas cans when a big rig gas truck is filling the station tanks. Warned many years ago. The input stirs up debris and it is delivered to your can and tractor.
