I can take out my spark plug and it turns over fine. But with it in it barely turns over. Valves are not stuck. I hear air suction thru breather tube when turned by hand. 12.5 hp

I should have been more specific but has the battery been load tested? This can be done at Napa and other automotive stores. It's relatively easy to spin an engine without spark plug but when spark plug is in and compression is up it is harder to spin.

I have another mower that is fine. I could try switching batteries to check I guess.

yes, that would be wise. a battery turning over an engine without a spark plug in isn't a very good way to determine the battery is good. It needs a load test. even if the battery is showin 12.6 volts it may still not have the load capacity to crank.
