I was given a Honda H3013H riding mower this year with little hours on it and it could use some new blades. I know this is an older mower but, does any one know if mulching blades are available for this mower?

To my knowledge, Honda never offered a mulching blade/kit for the 38" deck; only the 30" deck version (H3011) had an optional mulching kit.
Both the standard (not mulching) blades for the 38" deck are still available from Honda. Right is Part Number 72511-763-C00, $20.28, Left is 72531-763-C00, $20.02.
Any Honda dealer can order these; often, it can be less cost to get them local and pay sales tax compared to mail/online order and pay shipping, so shop around.
