The throttle trouble I think has to do with the motor starving for fuel, and thats why the govenor open up. Either the gasket between the fuel tank and carb isn't good, one of the dip tubes has something still in it, or the carb has a internal crack. Beings they are made of plasic.

If you have an extra carb around try installing it on this mower and see if the problem is still there.

When you take the carb off the fuel tank there are two suction tubes that goes into the tank to suck up the fuel. Both of them have a smal size screens at the ends of them. If there are dirty particles in the tank the screen catches it before it goes into the main carb body.

The other thing to check is if you have a crack in your primer bulb. It could be sucking air through it if it is cracked.
