Tractor moves very slowly in forward and reverse? I can tell its in gear? Drive belt, what else couldbe

Could be a drive belt issue, and make sure to replace them with OEM belts both at the same time if that is what you are needing. could also be a stuck variable speed pulley. If the center section between the two belts doesn't move freely will not change speed. Also wear grooves in the variable pulley can cause some issues also.
