Mower won't start

I have a Troy-Bilt 33"WC with the 8.5 I/C engine. Model 196702, Type 0112 01, Code 95011T41B. Lawn is finally dry enough for me to mow my lawn and I cannot pull the cord. I turned it over and the blades move freely. All belts were replaced before last season, never ran the engine out of oil and has a new spark plug every season. Some research came to a common problem, engine seized due to oil starvation and carb leak getting gas in the oil? I've owned this mower for 6 years and never had a single issue with it even first starts of the season. Anybody have any ideas?

Try taking out spark plug and pulling the cord.
