Mower won't start or stop

Going back a few weeks, my ZD221 would not shut off. Key had no effect and neither did any of the safety switches. This has continued to be an issue. I just open the engine cover and cut the fuel off.
Now it has developed an issue where it will not start with the key. Jumping the starter will fire it right up.
Any suggestions where to start looking for problems?

Might be an ignition problem I had to take mine apart to use it (hot wire) but didn't know how to shut it off I just bought a new one and it was fine
