checked spark plugs,have fresh gas medium grade.Was using low grade gas.

Possibly the governor more likely the carb needs, a thorough cleaning, rebuild, or replacement.

Post all numbers from engine data plate, check oil level, gas filter, linkages & springs at carburetor , air filter, spark plugs & gap.
