Mower Makes Spinning/Gurgling Noise When PTO Disengaged and Mower is Turned Off.

I have a Yard Machine 21 HP 46" Hydrostatic riding mower. Lately it has been making a weird noise when I disengage the PTO and turn off the engine. It is a spinning/gurgling noise and it does not make the noise when I am not using the PTO. My deck belt has some serious wear and tear on it (plus it is pretty loose) so I don't know if it is some kind of pulley issue. The mower runs smoothly and the PTO works but the belt seems to be wearing out quickly. If anyone has any suggestions I would greatly appreciate it. :confused2:

That sound you hear is probably the clutch brake grinding to a stop. (the blades)
