Motor won't fire, Help!

I own an Encore Prowler commercial zero turn mower, with a 22hp liquid cooled gas Kawasaki motor. The mower will not start. I have replaced the following parts: fuel pump, starter, plugs, and PTO switch. I have checked the key switch and the safety switch near the e-brake. When we pulled the new plugs to see if they were firing, they weren't. HOWEVER, when we put our meter to the plug wires, we were getting a reading without the key being in the "on" position. When you turn the key to the on position, you can hear the fuel pump kick on. The motor will crank, but won't fire up. There is a very strong smell of gas when it is trying to fire.

I don't know what it could be, or what I should check next. Any ideas?

I forgot to add in the original post that I had also changed out all the fuses. I bought the mower from a friend, brought it home and used it once, and it hasn't ran since. It was running, but would bog down. I would have to kick the control arms out to neutral, and the motor would idle back up. It backfired on me, and has never started again after I shut it off. One fuse was completely burned up when I checked them, and I hoped it was a simple fix like that.

From what I have read on-line, it seems like this problem keeps coming back to the fly wheel / magneto or the igniter.

Using wiring diagram, trace & check wires coming out of fuse that was blown, hands on, and look for bare spots in wire, also check wiring and connections at backside of ignition switch for corrosion, loose connections, or burn marks. Let us know what you find.
