If this is like the Suzuki that Toro used to use, and actually most governors are adjusted the same way.
(1) Move your throttle control to full speed and watch which direction the governor "shaft" rotates. Get your 10mm wrench and loosen the nut on the governor "arm". This will free the arm from the shaft. Now with your throttle control set at full speed/choke, the governor spring will be pulling the governor arm. Hold the governor arm with your fingers (so it won't move) and with a plier or vice grip, rotate the governor "shaft" in the "SAME" direction as you noticed in (1) Don't move the shaft or arm and tighten the nut that locks the arm to shaft, and you're good to go.
